I began living (retired) in Russia (on a 3-year visa) in July of 2019, with the plan to apply for a residence permit after I passed the language requirement (my wife is a Russian citizen). I am now ready but the requirement to get an apostilled criminal history clearance letter that is less than 3 months old - is not currently possible, given the coronavirus travel restrictions and that I would need to be fingerprinted in the US in order to request one. We have not traveled back there and other than that, have no need or desire to do so. With all the adaptations to adjust to the new realities, is there perhaps now some other way to get a permanent residence permit?
